The increasing level of greenhouse gases, especially CO2, in the atmosphere is driving major change in the direction of global environmental policy. It is likely that within the next Presidential Administration the United States will implement some form of federal cap and trade regulatory system. Such a system will cap allowable CO2 emissions while allowing market forces to price, finance, and identify the least cost solutions to reduce CO2 emissions.
